NHS England published an invitation to tender (ITT) for Breast Screening Services in London. At the time, London had the lowest breast screening coverage in the country, driven by factors such as high population mobility and commuting habits. In particular, many women lived in one London borough but worked in a different borough. These women would often find it impractical to accept an invitation for a day-time screening at a site close to their home address. The commissioners were keen to address this, including through more flexible provision.
The commissioners also wanted to reduce variation in practice and operational protocols between existing providers and to increase service resilience. InHealth believed its model would meet all the requirements within the ITT and asked HealthcareBids to assist in the preparation of its tender for the breast screening service.
